The Coal City's Second Act: How Ostrava Is Trying to Become a Tech Hub, Not Just an AI Compute Site

Ostrava — Every Czech tech story defaults to two cities. Ostrava, a Moravian-Silesian region built on coal mining and heavy steel that shed most of that industrial base after 1989, has spent the past six years building a quieter case for itself as the country's third tech centre — one aimed less at flashy startups than at dragging the region's existing manufacturing SMEs into the digital economy.

The institutional anchor

The Digital Innovation Hub Ostrava, established in January 2020 through a memorandum between IT4Innovations National Supercomputing Center — part of VSB–Technical University of Ostrava — and the Moravian-Silesian Innovation Centre (MSIC Ostrava), was designed explicitly to help regional companies, mostly small and medium-sized manufacturers, identify where digitalisation, robotics or advanced data analysis could improve their operations, then connect them with the resources to act on it. In 2022 the initiative was formalised as a European Digital Innovation Hub (EDIH Ostrava) under the EU's Digital Europe Programme and the Czech national recovery plan, adding a second institutional partner in VSB-TUO's Faculty of Electrical Engineering and Computer Science, which contributes an industrial testbed focused on Industry 4.0 production processes and intelligent transport systems.

The mandate is deliberately unglamorous next to a national AI strategy launch: EDIH Ostrava offers free or heavily subsidised digital audits, access to supercomputing capacity, and hands-on support helping manufacturers work out whether a specific production line is a good candidate for a digital twin, predictive-maintenance sensors, or basic process automation, rather than funding pure research or startup formation. MSIC Ostrava had already piloted a related service, the DIGIExpand programme, testing digital-audit methodology with regional companies before EDIH's formal launch gave the approach EU-programme backing and a larger delivery budget.

What the region is pivoting from

The economic logic behind the initiative is regional, not just technological. The Moravian-Silesian Region's economy was built overwhelmingly on coal extraction and heavy steel production centred on Ostrava, an industrial base that contracted sharply after 1989 and again through subsequent EU-driven decarbonisation pressure on coal-dependent regions. Unlike Prague's startup scene, which grew largely from scratch around software and services, or Brno's, which built on a strong existing university and research base, Ostrava's digital-economy push is explicitly trying to convert an existing base of manufacturing SMEs — companies that make physical things, not software — into digitally capable operations, rather than growing a startup cluster around them from nothing.

Governor Ivo Vondrák and VSB-TUO rector Václav Snášel have both framed the initiative publicly as evidence that the university's research capacity can translate into regional industrial competitiveness rather than staying confined to academic output — a framing aimed as much at regional political audiences concerned about the area's post-coal economic prospects as at the manufacturing companies EDIH is meant to serve directly.

Where this differs from Ostrava's national AI role

It is worth distinguishing this SME-facing digitalisation mandate from Ostrava's separate, higher-profile role in the Czech Republic's national AI compute strategy: IT4Innovations also hosts the country's most powerful supercomputing systems and, this year, opened a hub tied to the pan-European LUMI AI Factory consortium, giving Ostrava a direct role in national AI infrastructure — the same compute build-out that sits behind the country's data-centre and energy debate. That is a distinct story about compute capacity and research-grade AI services aimed at startups and public institutions nationally. EDIH Ostrava's work — digital audits, sensor deployments, basic automation — sits at the opposite end of the digital-maturity spectrum, aimed at manufacturing companies that may not be using much software at all yet, let alone AI.

The open question

What is not yet clear from public reporting is how many regional manufacturers have actually completed the shift from an EDIH-funded digital audit to a fully implemented digitalisation project, as opposed to a completed diagnostic that never converts into deployed technology — the typical failure point for SME-digitalisation programmes across the EU. That conversion rate, more than the institutional architecture itself, will determine whether Ostrava's second act as a tech-adjacent region outlasts the EU funding cycle currently underwriting it.
